Collaborative research

The Integrated Pastoral Development Organization (IPDO), in partnership with the Naath Community Development Organization (NCDO), conducted a joint research study titled “From Policy to Practice: Analyzing the Implementation of the Localization Agenda in Humanitarian and Development Interventions in the Gambella Region, Ethiopia.” The study examined the extent to which localization principles—such as local ownership, equitable partnership, capacity strengthening, and resource transfer—have been translated into practical action by humanitarian and development actors operating in the region. Using a qualitative method approach that combined key informant interviews and focus group discussion, the research assessed institutional frameworks, coordination mechanisms, and challenges hindering effective localization. The findings highlight both progress and persistent gaps in ensuring that local organizations play a central role in decision-making and resource allocation, providing actionable recommendations for policymakers, donors, and implementing partners to enhance locally led, sustainable interventions in Gambella.
